Each section of the site, Neighbourhoods, Incidents and Users, has its own help.
Much of the help offered is only available once you have logged in (you will need to signup first), as there is little need for it prior to that.

This part of the site provides information specifically about Spotcrime, what it's about and who runs it. You can also access news, the blog and links from here. It's actually possible to access these parts of the site from elsewhere, via the menu at the bottom of each page.
